6 month fixed-term contract

The Role:
As the HR Project Manager you will be responsible for the delivery of a HR recruitment project to ensure the growth of the organisation is successfully managed through all key deliverables moving from recruitment, on boarding and successful induction. The HR Project Manager will be personally responsible for the delivery of items through different phases of the project whilst monitoring progress and quality outcomes throughout a civil service organisation, both within HR and in the business. This role is based in Liverpool, but working with Stakeholders and colleagues in other offices, so travel to London and another regional office will be required at times. Providing a full HR support service to staff to ensure the recruitment programme is delivered effectively. The main duties will include:

*Supervising and facilitating managers and HR colleagues in running over 30 recruitment campaigns, including the logistics and planning for cohorts of shortlisting and interview panels over a tight time period;
*Working with the organisation on new attraction techniques and rebranding of company recruitment- to be ready for advertising campaign at the end of April
*Researching and implementing new strengths based approach to recruitment and selection- including guidance and training for managers
*Working with the business on the both a short-term and longer term plan for a flexible intake resourcing programme
*Liaising with key stakeholder HR colleagues encouraging cohesive, timely and quality outcomes from the different work-streams, for example around induction, reviews of key policies and practices
*Consideration of increased ability for existing staff to move on level transfer to encourage flexible resourcing solutions
*Continual review and liaison with the part-time project manager who will provide project support and assist with reporting progress against key milestones
*Working with Internal Communications team to create communications plan to ensure that existing staff have an understanding of and are "bought" into the project
*Evaluation of each phase of the project including lessons learned to create longevity to the key principles and systems put in place through this project period.



The Candidate:
Previous HR background with proven experience of leading organisational and structural recruitment programmes is essential. The successful HR Project Manager must be able to demonstrate recruitment best practice and have recent experience of running high volumes of recruitment in a short length of time. The ability to provide pragmatic HR advice to managers and have the gravitas to influence and co-operate with senior managers, Directors and Stakeholders is essential. Experience of working within a civil service/public sector environment is preferred but not essential. CIPD qualification, or equivalent, is an advantage. The successful candidate will be subject to security vetting so a DBS check must be completed after the job offer is made. Travel to other offices will be required.
