Job Title: Programme / Deployment Manager (Telecoms / ISP)
Location: Hook

Role Purpose

To establishes and manage a telecoms Deployment Planning function responsible for the control and governance of the resource, materials and finances utilised in the deployment of carrier level telecoms network infrastructure, ensuring implementation is on time, to budget and with minimal disruption to the operation of the business.

This is not a formal project or programme management role, but we feel someone from that background could be the best fit for our requirement due to the combination of management of desktop project managers, and review / delivery of implementation of process and policy.

Key Accountabilities

* Acts as a reception point for incoming work streams (typically Data Planning, Engineering and Network Projects), agreeing through interlock meetings and a robust change control mechanism the priority and timing of deliverables. Provides a planning and governance function that correlates and prioritises incoming work, to meet business needs

* Establishes and manages a governance model to engage and performance manage internal and external suppliers. Agrees targets e.g. SLAs, KPIs, OPIs etc and monitors/reports on performance of suppliers, providing feedback on performance and establishing SIPs and `get well' plans where needed

* Develops and maintains models for accurately forecasting short and medium term materials and resource requirements across Design Build and Deployment. Maintains close alignment of actual usage to forecasts, whilst ensuring that appropriate materials and resources are available to support operational needs

* Develops materials management processes and methodologies to drive continual improvement and ensures an industry best practice capability exists. Drives a `full lifecycle' materials management agenda that creates standardisation, minimises stock levels, optimises spares holding, plans for new technology introduction and `End of Life' / obsolescence, and establishes 'security of supply' by taking reasonable measures to influence suppliers and identify alternative sources/components

* Design Build and Deployment by working with internal and external partners. Communicates and educates practitioners on their interpretation and implementation, monitors and controls effective application, reviews and investigates non-adherence and works with engineering teams to create improvement plans where necessary

* Collaborates with Core Engineering teams to create and enforce usage policies for Tools and Test Equipment. Controls selection and procurement, establishes registration and allocation procedures, creates and communicates best practice application guidance, manages conformance and calibration requirements and monitors utilisation and effectiveness

* Benchmarks and measures cost and performance against wider industry, developing a proactive analysis capability to measure and identify performance, trends and problems, and use acquired information to improve outcomes, prevent customer impacting issues and drive increases in performance and customer experience

Essential Knowledge, Experience and Skills

* Programme level experience in Data Networking, ISP or Telecommunications environment
* Experience of partner management in a multi discipline and commercial (technical) environment
* Advanced knowledge and demonstrable experience of planning processes, techniques and methodologies
* Advanced stakeholder management, negotiation and conflict management skills
* Understanding of supply chain and logistics environment
* Highly developed analytical and reporting skills
* Understanding of financial and budgetary controls
* Management or Business formal qualification
* Professional accreditation, such as CILT.
* Project Management accreditation, such as APM or Prince 2
